Murder Suspect at Large Following Shooting Death of 19-Year-Old in New Braunfels

The New Braunfels Police Department is seeking public assistance in locating Richard Rosas, a suspect wanted for the murder of 19-year-old Chance Herron. Herron was shot around 12:20 a.m. on October 1, 2024, while sitting in a vehicle in the parking lot of Applebee’s, located on the 900 block of the I-35 North frontage road. He later died from his injuries at the hospital. Another victim, a 20-year-old female from Converse, has since been released from the hospital.

Following the shooting, detectives identified three suspects involved in the incident. Two suspects have already been arrested:

  • Justin Xavier Sherard, 20, of New Braunfels, was arrested on October 10 by the NBPD Street Crime Unit and charged with Aggravated Assault with a Deadly Weapon. He remains in custody at the Comal County Jail with a bond set at $100,000.

  • Jacob Rowser, 20, of Converse, was arrested on October 8 in Alabama by the U.S. Marshals Lone Star Fugitive Task Force, also charged with Aggravated Assault with a Deadly Weapon. He is awaiting extradition back to Comal County.

Both Sherard and Rowser may face additional charges following Herron's death.

The third suspect, Richard Rosas, 20, of Converse, remains at large, with an arrest warrant issued for murder. Rosas is described as a Hispanic male, approximately 5 feet 11 inches tall, weighing around 230 pounds, with black hair and brown eyes. Authorities caution that he may have lost weight since the attached photo was taken. Individuals found harboring or aiding Rosas may also face charges.

Comal County Crime Stoppers is offering an increased reward of up to $10,000 for information leading to Rosas's arrest, valid for the next 30 days, expiring on November 16, 2024. This case remains under investigation by the New Braunfels Police Department's Criminal Investigations Division.
