During today's City Council briefing, leaders of the San Antonio International Airport (SAT) provided a comprehensive update on the progress of the Terminal Development Program (TDP) and the recent Post-Solicitation Briefing for the Construction Manager at Risk (CMAR).
Hensel Phelps, a renowned contractor specializing in the planning, construction, and management of landmark buildings, has been selected as the CMAR for the project. City Manager Erik Walsh expressed enthusiasm about the quality of proposals received by the airport and highlighted Hensel Phelps as the nation's largest aviation contractor with a successful track record, having worked on notable terminal projects in Nashville, Seattle, Los Angeles, Tampa, and Orlando.
Walsh emphasized the choice of the Construction Manager at Risk delivery method to minimize risk to the city and airport while maximizing opportunities for small, local, and disadvantaged business enterprises (DBEs) to participate in the project. Hensel Phelps is mandated to bid out approximately 85 percent of the work, promoting diverse participation.
The scope of the new terminal facility project includes a 17-gate concourse and apron with a new Federal Inspection Service area, an expansion of the elevated roadway, enhancements to the central utility plant, a multi-story ground transportation center with additional parking, and North ramp parking for overnight aircraft. The project will also involve related demolition and preparation site work, as well as utility improvements.
Jesus Saenz, Director of Airports for the San Antonio Airport System (SAAS), reflected on the airport's successful year, citing new nonstop flights to 45 domestic and 8 international destinations, and a growing number of travelers choosing SAT. As the project enters the pre-construction phase in 2024, Saenz emphasized the historical significance of the expansion for the city and its visitors.
The TDP is expected to generate local job opportunities and is scheduled for completion in mid-2028. Walsh underlined the city's commitment to engaging local businesses, promoting community growth, and maximizing the economic impact within San Antonio.
