San Antonio International Airport Approves $1 Billion Contract for New Terminal Development Program with Hensel Phelps Construction Company

At the December 12, 2023 City Council meeting, San Antonio International Airport (SAT) received approval for significant contracts related to the Terminal Development Program (TDP) and the Construction Manager at Risk (CMAR). The largest contract, not exceeding $1 billion, grants authorization to the City Manager to negotiate and execute the CMAR contract with Hensel Phelps Construction Co.

Hensel Phelps, a leading global aviation terminal contractor and the largest in the U.S. with over $20 billion in experience, has undertaken projects at major airports such as Miami (MIA), Los Angeles (LAX), Seattle (SEA), Baltimore (BWI), Austin (AUS), Houston Hobby (HOU), and Houston (IAH).

The Director of Airports for the San Antonio Airport System, Jesus Saenz, stated, “SAT’s new terminal is going to generate approximately 6,000 direct and indirect jobs.” He added, “More than 85% of the CMR contract is expected to go to local contractors – which will have a major, beneficial impact on our community.”

The new terminal facility project encompasses a 17-gate concourse and apron with a new Federal Inspection Service area, an expansion of the elevated roadway, enhancements to the central utility plant, a multi-story ground transportation center with additional parking, and a North ramp parking area for aircraft remaining overnight. The project also includes related demolition and site preparation work, as well as improvements to utilities.
